[boot-internet-gutsy]Slow down when computer is not connected on internet

Bug Description

I had to move my computer from one location to another one where internet was not available and consequently I had no more a cable connected to my network card at the back.

Booting, logging and even running applications in these new transient conditions was awfully slow ; I do think that we have an architecture problem making installation of the distribution internet slave for no valid reasons ; if for some reasons internet is not available it should not have any major impact on boot (after some time out this could be understood) but no impact at all on running typical applications such as Gimp for example.

For your information I am using an Ldap local data base with some users in this data base but again this data base is not linked to internet whatsoever.

So this situation may be considered as exceptional (no internet connection on a distribution where internet link may be parameterized in different areas) I think a fix must be designed.
