Bug Description
When bootstrapping, Juju needs a credential for the cloud being bootstrapped into.
If no such credential yet exists, the error message is uninformative. It should include better guidance on how to fix the issue.
eg include a pointer to the add-credential command needed to fix the problem
“See ‘juju add-credential google --help’ for instructions”
