4.15.0-44-generic kernel tty doesn't wait for password

Bug Description

upgraded to 4.15.0-44-generic kernel and when logging in on the tty it doesn't wait for your password. Booting with the vmlinuz-4.15.0-38-generic kernel fixes the problem. I upgraded to the 4.15.0-45-generic this morning on one machine and it still has the problem. The auth.log looks like:

Feb 1 10:49:17 hostname login[4165]: pam_securetty(login:auth): cannot determine username
Feb 1 10:49:21 hostname login[4165]: FAILED LOGIN (2) on '/dev/tty2' FOR 'UNKNOWN', Error in service module
Feb 1 10:49:21 hostname login[4165]: pam_securetty(login:auth): cannot determine username
Feb 1 10:49:24 hostname login[4165]: FAILED LOGIN (3) on '/dev/tty2' FOR 'UNKNOWN', Error in service module
