Include Time in Due Dates For Hourly Loans

For our libraries that do hourly loans it would be helpful for their users to see the due date time for their hourly loans in My Account.

We can add the time to the DATE_FORMAT in config.tt2 but that adds the time to all dates in the OPAC.

Ideally we want the due date time to display only for loans where the duration rule is hourly and not for regular loans (showing a due date time of 11:59pm for regular loans will likely confuse users).

We discovered that adding the time to the DATE_FORMAT in config.tt2 adds the due date time in the Items Checked Out section of My Account but not in the record view. The due date display in the record view comes from copy_table.tt2
