launcher is available on locked screen

Bug Description
The launcher bar is accessible to me even though the screen is locked. I was able to take a screenshot via right-clicking the Shutter icon and selecting 'Capture the entire screen'. See attachment. I'm able to launch new applications via launcher and close open ones. (New windows aren't shown, but are open after unlocking).
Re-locking yields the same situation again. I have yet to reboot to see if the problem persists.
The expectation is that the launcher bar is not available whilst the screen is locked.
