Battery monitor problem

Bug Description

After asking help in forums I was suggested to make bug report.

Lubuntu version: lubuntu-18.10
Machine: Asus eeePC x101h
Problem: Battery monitor does not change its indication no matter happens.

Steps(1):
- plug in charger
- power on pc (monitor shows 100% charged, charging)
- unplug charger (monitor shows same)
- wait (monitor shows same)
- battery discharges, pc shuts down
Steps(2):
- unplug charger
- power on pc (monitor shows 100% charged, DIScharging)
- plug in charger (monitor shows same)
- wait (monitor shows same)

PS:
When running ubuntu 18.04.1 - monitor works
When runnnig ToriOS - monitor works.
And in Xubuntu also works.
So this definitely looks like a bug.

I just booted a 'live' Ubuntu 19.04 x86 daily (note: old or last x86 daily) on my eeepc
asus eepc 1000HE (intel atom n270, 1gb, intel mobile 945gse integrated)

My battery health (on panel) dropped from 80% when booted; to 79%, 78% .. 76%. When I plugged in charger it changed image (orientation changed from battery remaining to charged-done, the "-" became a "+" in middle). I'll endeavour to re-test with a 18.10 image

Downloaded 18.10 [x86], verified & wrote to thumb-drive. Booted in asus eeepc 1000HE
[ asus eepc 1000HE (intel atom n270, 1gb, intel mobile 945gse integrated) ]
and redid same test I did on [old] 19.04 Lubuntu daily image.

The battery was 75% charged when I started test, it dropped to 74%, 73% on panel (with me slightly moving the mouse pointer away & back to battery icon so it would re-display). Then when I plugged in charger, the green-pie-icon-image changed orientation (same as 19.04) to reflect % charged (rather than % remaining) with the "-" in the middle being changed to "+"

I could NOT re-create issue on my asus, or Lubuntu 18.10 &19.04 using 'live' [install] media.

Thank you for taking the time to report this bug and helping to make Ubuntu better Ivan.

I hadn't opened or read the forum thread you (Ivan) posted in the initial description, where I now see you noted different behavior when using 'live' media to your 'installed' system; so my 'live' tests wouldn't be expected to show your issue as I read your forum information.

My asus is x86 (only) - Ivan uses x86_64.

This comment is primarily to note limitations in what I did (and add the Thank You i omitted; so apologies for my tardiness).

No need in apologizes) I pursue my interests here too. I want to reincarnate my small old laptop, so I am willing to provide any additional information you need to dig the root of the problem as to my mind battery monitor is essential thing when speaking of laptops.
No matter what I did I couldn't make that indicator change from "+" to "-" or vice versa.

In 18.10, it took about 10 seconds to register a change and about 5 seconds in 19.04. That might have been circumstantial. In any case, I can't reproduce. Perhaps because I don't have the same machine you do. I think it unlikely that there is something so special about it that makes for a problem, but it's possible.
