Add changelog or description to packages in PPA

Please add a description or changelog field for each package in a PPA. This optional field would let uploaders describe what's in a specific package, which is good for sharing packages. Currently you have to download the source tarball for the package to read the changelog, that's bad for people on slow connections.

Steve, I've hacked something up on dogfood, can you have a look and see if it's not too overwhelming?

For example: https://dogfood.launchpad.net/~amaranth/+archive

We could lose the changelog if it's too much to see in the expander.

Julian, I think that's a huge improvement. I like having the changelog there, that's often what's most informative about a particular package.
