Link Billing Location to Library Information page

We've had a wish list request for the Billing Location in a patron bill to link to the library information page (from the OPAC) in a new tab in order to make it fast and easy for a staff person to pull up a library's information to contact them with questions.

This works well for me too; thanks Terran, Garry, and Michele. I added a brief release note entry and pushed to master -- it'll be available in 3.4.
