Description
===========

The Octavia dashboard in Horizon (Project > Network > Load Balancers) causes an infinite page reload loop with default configuration.

Steps to reproduce
==================

Deploy an overcloud on OpenStack Rocky.
Makes no difference whether -e $TEMPLATES/environments/services/octavia.yaml is supplied or not.

Environment
===========

CentOS Linux release 7.6.1810
OpenStack Rocky

Fix
===========

This is resolved by changing ENABLE_NEUTRON_LBAAS to 'no' in /usr/share/openstack-tripleo-heat-templates/docker/services/horizon.yaml; ENABLE_OCTAVIA is already defaulted to 'yes'.

Not sure if having both enabled by default is intended or not, maybe for migration? If so, could we have this called out in the documentation?

Yes. You can see both neutron lbaas and octavia are enabled by default in: https://github.com/openstack/tripleo-heat-templates/blob/master/deployment/horizon/horizon-container-puppet.yaml
