Check box for sharing buckets not available at record/item level

When creating new buckets while at item or record level, there is not a check box to make the bucket shareable. In order to do so, users must edit the bucket within the record bucket interface.

The check box should be wherever new buckets can be created for efficiency.

+1 that being able to make buckets shareable at time of creation would be more efficient.

Confirming in the 3.12 staff catalog (Angular) that the New Bucket tab of the add to record bucket modal does not have the checkbox to make the bucket shareable.

Also confirming that the 3.12 (AngularJS) item status screen Add to Bucket modal does not have the checkbox.
