Error "OSError: [Errno 22] failed to open netns" in l3-agent logs

Bug Description

I saw it in fullstack job results: http://logs.openstack.org/84/631584/2/check/neutron-fullstack/80e1e7d/logs/testr_results.html.gz

But I checked on logstach with query: http://logstash.openstack.org/#dashboard/file/logstash.json?query=message%3A%5C%22OSError%3A%20%5BErrno%2022%5D%20failed%20to%20open%20netns%5C%22 and it looks that it happens quite often in various jobs.
It is mostly visible in L3 agent logs.
