Bug Description

Hi,

like in cinder, as an admin I want to limit my users to a certain maximum share size, because I know what my back end can handle.

Cinder did it here https://review.openstack.org/#/c/185906/

I like their approach implementing this as the per_volume_size_limit quota, because I can set the limit per project.

We discussed this at the PTG and don't any fundamental obstacles with implementing this for manila. Please feel free to propose a brief statement of the use cases to justify the addition to the manila codebase and a review with the proposed change and we will take it up.
