Bug Description
Hi, I can install bashate in Linux and macOS, but somehow the pip package is failing on my Windows 10 machine. Weirdly, pip3 install wheel works, but then pip3 install bashare reports an SSL certificate error.
... does bashate installation try to download files from a source other than the PyPI repository pypi.python.org, pypi.org, files.pythonhos
