Bug Description
Bug 1749475 proposes enhancements to printing & emailing records from the OPAC.
Part of this work allows for an unauthenticated user to email records after passing a simple captcha test.
If the user fails the captcha, they are redirected to an OPAC login screen after a single attempt.
This bug is to enhance the captcha to allow it to recognize a to-be-created setting so a library can choose the number of allowed captcha attempts before redirecting to the login screen.
