am-utils does not contain amd executable

Bug Description
In Ubuntu 18.04 and 18.10, am-utils for amd64 contains only wrapper scripts and no binary executables:
$ file /usr/sbin/amd
/usr/sbin/amd: Bourne-Again shell script, ASCII text executable
This file is a wrapper for running amd from the build environment. It tries to execute /usr/sbin/
$ uname -a

I was able to reproduce this issue with am-utils 6.2+rc20110530- 3.2ubuntu2 on Ubuntu Disco, which prints the same error messages. I also found a corresponding bug report in Debian so I have attached a bug watch.
