Bug Description
Groups need to be associated with an institution. When a site administrator creates a group, they can only create it in the institution to which they belong. However, they may want to create a group in another institution. They would need to join that institution first.
Site administrators should be able to create a group in any institution through the manual group creation interface. They can also ready do so in bulk via CSV, but it would be good to allow them the capability also through the front-end.
