Quake terminal position incorrect on multi-monitor setup

Bug Description

In a monitor layout where the top edge of the primary monitor is lower than the top edge of a different monitor (either because another monitor is above it in a 3+1 configuration, or because your primary monitor is horizontal and a monitor is adjacent to it and vertical), the dropdown "quake-style" terminal is not correctly placed. It places itself above the top edge of the primary monitor, presumably at the highest possible pixel location, even if there isn't any real monitor there. As a result, it is partially cut off by the top panel, and partially extends above the primary monitor into empty space.
