Setting the Activiation Date does not set the Status to Suspended

Bug Description
Version 3.0.11 and current master.
In the XUL client if you set the activation date for an already existing hold, the status of the hold would be changed to suspended.
If you do the same in the web client the hold status is not changed.
To reproduce:
Place a hold on an item.
Go to the patron's records and view the holds. Take note of the hold's status.
Select a hold from the list and choose Actions - Edit Hold Dates and enter an activation date.
Refresh the hold's screen to see that the status has not changed, but that there is an activation date.

Confirmed in 3.2.2. The web staff client requires that you also take the action to Suspend Hold.
Additional information:
If selecting Suspend Hold / Set Activation Date at the time of hold placement, it works as expected.
If selecting the Suspend action in the OPAC My Account interface, it only suspends the hold - patron must click on Edit in order to edit the activation date. It would be nice if this could be done in a single step.
