Bug Description
Binary package hint: kaddressbook
On some recent upgrade (could've been Dapper -> Edgy, Edgy -> Feisty or Feisty -> Gutsy), the Distribution Lists panel disappeared from Kontact/
I used to have a panel at the bottom of the KAddressBook screen that listed my DLs, which I could edit, but now it's gone. For that matter, clicking the "New Distribution List" button has no effect.
Where are my Distribution Lists?

I think that only default was changed and it is hidden by default.
You can turn it on by going Settings -> Show Extension -> Distribution List Editor
