[SYNC] Debian Unstable sync of libitpp 4.0.1-3 requested

Please sync the latest libitpp upstream release from Debian Unstable.

Major Additions:
* Major improvement in calculation performance of SVD and QR decomposition routines, especially for larger matrices.
* Improved configure checks for isfinite(), isinf() and isnan() functions. This should improve portability of the library on other UNIX and BSD systems.
* Fixed compilation errors when using GCC 4.3

Aanjhan: I had to manually check if all Ubuntu changes ("Change fftw3-dev to libfftw3-dev" from 4.0.0-3ubuntu1) were applied in the new Debian revision. Please make sure you state that in Sync Requests.
