WICD unable to connect to unsecure wifi network.

Bug Description
While attempting to connect to a open, unsecured, or password-less wifi network, wicd is unable to obtain an ip address and hangs until the attempt times out, without throwing an error. To replicate this problem, I am able to remove WPA security from my home router and cause the issue. Upon re-enabling the router network's security, wicd does not have a problem connecting to the network. I have tested this method with both my home router and a raspberry pi.
I did not have this issue when I was on Debian 9 with Gnome.
I have searched other forums and google but have not come across a work around or solution that works for my machine. But it does seem to be a known issue that I did not see an official bug report for.
