Periodic jobs are not using podman on the OverCloud

In promotion jobs, Docker is deployed on the overcloud in fs010.

Note extra_args setting in : https://github.com/openstack-infra/tripleo-ci/blob/master/toci-quickstart/config/testenv/multinode-rdocloud.yml#L5.

and in

https://github.com/openstack/tripleo-quickstart/blob/master/config/general_config/featureset010.yml#L104

The deployments should be consistent when podman/docker is used.

Root cause is that the wrong options were updated for featureset010
