Bug Description

For some reason the disambiguation dialog shows F.Cu instead of B.Cu for bottom smd pads inside the footprint editor.

To reproduce use for example the VQFN-28-1EP_4x5mm_P0.5mm_EP2.55x3.55mm footprint from the official library. Press shortcut e while your mouse is above the large central pad. You will get 3 or 4 pads in the disambiguation dialog. At least two of them list F.Cu. None lists B.Cu.

Paste only pads also report them selves as F.Cu. (No matter which paste layer is active)
