Bug Description
When you deploy a mutli-region environment with singe horizon but separate keystone for each region, the URL for each region in horizon's local_settings is the same. This prevents the user from changing between regions in horizon (nothing happens and the user stays in the same region). Expected behaviour would be to prompt for user/password input for the corresponding region.
Tested this with master kolla-ansible and master kolla images as well. Distro/type is Centos/binary.
