validate_external_references - Support path-inclusive filename for "implementation" section at the service template

Bug Description

As for now the 'validate_external_references' function supports for service template-relative path for the "implementation" section, as like:
implementation: ../Scripts/mongodb/config.sh

But according the TOSCA spec, it should be possible to have 'primary' field with a path-inclusive filename for the "implementation" section as like:
implementation:
  primary: Artifacts/Deployment/WORKFLOW/userCreateWorkFlow.json
