Bug Description
Because some of the default user settings get baked into new files, any test that generates a new file will have a user's default settings in them, which may not be the same as the pcb default settings (DRC values, layer names, etc). This can cause test failures.
We should create a "default.pcb" file that the tests can use if they need to generate a new file, instead of using the New() action, which will pull the user's preferences.
