Bug Description

OVS DPDK image build documentation points to using template override file from contrib/ - and that directory only exists in git repositories - not in the Kolla pip package contents.

Add contrib/ dir to setup.cfg

contrib directory contains ovs-dpdk.j2 template override, but
exists only in git repository - not in the pip package contents.
