Upgrade P-Q fails on check if nova_wsgi is running

Bug Description

Upgrading from Pike to Queens, the procedure fails at this check, because the ansible task does not include "ignore_errors: True":

When we ran the upgrade procedure nova_wsgi was running in a container (as it should be Pike) and not under systemctl, so the check failed.

I don't think this makes sense. Unless perhaps you are running downstream Red Hat OSP12 with upstream tripleo-heat-templates (which isn't expected to work).

Based on https://bugs.launchpad.net/tripleo/+bug/1807958 I assume it is downstream RHOSP so I'm marking this invalid. Please reopen if that's not the case.
