Bug Description
Evergreen 3.2
When a user registers a workstation, the default choice of org_unit comes from the user's home library field rather than the user's working location. Opening the dropdown, the choices are based on the working location and the depth of the REGISTER_
Default choice should come from the working location.
This was also true in Evergreen 3.1

Evergreen 3.8
Still true in 3.8. The default choice when registering a workstation still comes from the staff user's Home Library field.
However, the entire org tree is listed in the org unit dropdown. A user can register as follows:
- With REGISTER_ WORKSTATION at the Cons level can register at any org unit. WORKSTATION at the System level can register at the systems and branches of their home library as well as their working location(s). WORKSTATION at the Branch level can register at their home library and their working location(s).

Note that seed data sets REGISTER_ WORKSTATION for the Staff permission group at the CONS level. Depending on your org unit structure, adjusting the depth of the permission can help constrol where users can register.
