Thanks for reporting this and making Ubuntu better. Is it safe to assume that you're deleting a heat stack? Can you provide more details for how to recreate this?
I believe I've hit this before when attempting to delete a neutron subnet when an instance is using an IP from that subnet. Neutron won't let you delete the subnet until it is no longer in use.
