Octavia params not being reflected in its confg files

Recent change [1] in puppet-octavia deprecated some parameters in class octavia::worker and moved them to a new class octavia::controller. A later change [2] also removed the include of the controller class so because of that we have to include it in the Octavia services manifest files in puppet-tripleo.
