[master][rocky] No kolla logs getting collected in periodic-tripleo-centos-7-master-containers-build

periodic-tripleo-centos-7-master-containers-build job runs against master and rocky to build container images but if the rdo-kolla-build : Build and push images steps fails, kolla related logs are not getting generated.

It might be a bug in container-build script.
https://review.rdoproject.org/r/#/c/17204 was attempted to make to fix kolla logging but it is not working. It needs to be fixed.
