Territorial Time does not end when all opponents have been destroyed

Bug Description

When all opponents' warehouses have been destroyed, Territorial Time keeps on running instead of reporting the game results.

We should pull out and reuse the functionality from Autocrat in all win conditions.

fixed this with the territorial fix branch. As this is part of the fix it should be in b20
