video lagging on ubuntu 18.0.4.1 with latest update

Bug Description

I have reported a bug about a lagging issue, and my CPU is not on that high level, not to be able to handle the video playback in the browser (youtube etc.).

I had a feeling that the power save is doing some nasty stuff. Although it's not visible on the screen, seems to me that why I have seen some lines on the screen lately, because the ubuntu makes dimming every 10 sec, when I'm playing the video.

It's not the first one when the power safe management is a crap, it should be taken very seriously as I can send you my computer, and you can pay for it.

System-ud is making a CPU hog many times, just delete it, what it does really if I can kill easily and nothing crashes.

If you can't do it in a years time not to mess up the power management, why you just not remove the whole. You are more likely corrupt graphics card if it does exist.

I have added this bug, which has been forwarded to chromium.

While I have updated the mesa today it was getting worse.

Power management is affecting my wifi connection in the last three years, thus I'm using usb tethering from my Xperia, anyway it would be unusable, some point it's just dead, and even worse, holding my chrome tab, and I need to reopen in a different window, as it would be unresponsive.

Pls. I beg you to delete every power management tool from the Ubuntu system it would be much more stable.

Only one problem has been fixed in the last three years related to them. When my computer is hibernating, and I'm turning back my computer from that state, does not corrupt the ubuntu install, and I can see my screen right away.

Disabling dimming solved my issues. Bloody crap!

Battery lifetime also didn't show up correctly, simply just using half of my battery. The problem disappeared one year before and came back again.

In every corner, I've found the power management buggy, even if the Ubuntu team made incredible and very visible changes elsewhere related to stability.
