Bug Description
Sometimes one has a connector overhanging the board edge. In such a case it would be beneficial to be able to remove silk from outside the board. The only way to achieve this now is by designing a special footprint that has no silk in the effected area.

Note that the purpose here is to allow clean panelization, so it would need to not cross over into adjacent boards if many boards are being panelized with v cuts to be done between them.
