pcbnew, gal: unable duplicate locked footprints

Nor "Duplicate" menu action, nor Ctrl-D hotkey, nor Copy/Paste didn't work on locked footprints. Expected behavior: normal duplicate as in legacy canvas. Possibly, some selectable option to ignore locked footprints in block operation (it was possible in legacy), but unconditional duplicate if locked footprint selected alone.
