Can't release a MAAS deployed KVM host when no VMs are inside

Bug Description

I deployed a MAAS KVM host on a machine. However, I don't have any machines created inside that KVM host.

When I try to release the machine, however, MAAS prevents me until I manually remove the KVM Host.

MAAS should allow me to 'release' the machine (maybe ask a confirmation message) if no VMs are created inside the KVM host.
