Software updater popup consumes 15-20% CPU doing absolutely nothing

Bug Description
The popup that tells you that the computer needs to be restarted to finish installing updates (with the choice whether to restart now or later), consumes 15% to 20% CPU.
That's f***ing ridiculous, there's no reason why a popup, that is just there doing nothing waiting for you to click one of its buttons, should consume even a detectable amount of CPU time.
By the way, I don't know why the popup was even there to begin with: I didn't install any updates (it usually asks me). I don't know whether it installed somoe updates without asking me, or if the popup nonsensically appeared for no reason. Either way, it's idiotic.
Anyway, after I closed it, update-manager stopped consuming CPU.
