Bug Description

By default the logging level for metrics_qdr is set to debug+ which is too verbose and makes the log to grow really quick. We need to change this to info+.

    Fix logging for metrics_qdr

    - metrics_qdr logs in debug mode which makes it the log file to grow quickly
    - current log file path does not match with the path fluentd is tailing
    - current log file patch conflicts with general purpose QDR composable service

    This patch fixes all avove mentioned issues.
