Bug Description

After we switched the undercloud to t-h-t and containers, we stopped running online migrations there. Bring them back.

    Run online data migrations during undercloud/standalone upgrades

    After we switched from instack-undercloud to t-h-t-based undercloud
    installer, we dropped online data migrations. Bring them back.
