Bug Description
The actual server guide (Ubuntu 18.04 » Ubuntu Server Guide » Network Authentication)
https:/
under the TLS context says:
sudo apt install gnutls-bin ssl-cert
ssl-cert (1.0.39 installs)
but there is no package "gnutls-bin".
Then it says:
sudo sh -c "certtool --generate-privkey > /etc/ssl/
But there is no such program "certtool"

I'm not understanding what is wrong for you. The package, gnutls-bin, is there and the program certool is within that package.
