Evergreen 3.0.13 and 3.2.1
We have found a scenario where the Submit button does not appear when trying to override a hold placement. The lack of the Submit button makes it impossible to place the hold even if the necessary permissions are present.
I'll describe what caused the issue in our system. I haven't been able to confirm or debunk that this is the only scenario that causes the lack of the Submit button. Our scenario is also very specific, so it's hard to say how prevalent this bug even is.
1. Set the Library Setting on Lib A for "Skip for Hold Targeting" to TRUE.
2. Create/find a record with the following: Lib A has at least one item attached; Lib B has at least one item that has age-holds protection; If there are other items on the record, all should be protected by age-holds protection.
3. Place a title-level hold on the record to be picked up at a library who doesn't own one of the items.
4. Be greeted by the "All available copies are temporarily unavailable at your pickup library. Placing this hold could result in longer wait times" message. See that there is no Submit button and no other way to force-place the hold.
