Placing Multiple Holds Over the Limit: Misleading Permission Override Message

When placing multiple holds, (from a list, basket, or on the same title), and a number of the holds exceed the account's hold limit, you're greeted by a screen letting you know which holds were successfully placed and which ones were not.
The holds not placed all say "The patron has reached the maximum number of holds". By default all the these holds are checked and a message displays at the bottom, "You have permission to override some of the failed holds. Click Submit to override and place your hold on the selected items."
As long as you have the correct permissions, you can click Submit, which only places ONE of the holds. You're then returned to the same page where you have to override each hold until all have be successfully placed.
This screen implies that all the selected holds will be placed. If you're already overriding the max number of holds it would make sense only one override would be needed.
