When installing GRUB at the end of fresh install, I receive a notice about missing data

Bug Description

I just tried to fresh install Ubuntu 18.04 LTS on my workstation. I receive an error about missing/download data for grub, and GRUB installer told me that it's not possible to install without missing data.
