anduril: variable or random duty cycle strobe?

Bug Description
The tactical strobe mode has adjustable speed, but the duty cycle is hardcoded to 33%. It might be desirable to make the duty cycle adjustable too. At least one person wanted this enough to modify the code, so it may be something to include by default. It could potentially even be merged with the party strobe mode, so there would be only one.
Alternately, given that the tactical strobe is meant to be disorienting, it might instead be a good idea to make it change its speed all on its own. It could be a 2-speed one like Bistro has, or maybe it could do completely random frequency and duty cycle, changing its parameters every few pulses.
I don't know what people would like best for this though, so I'm inclined to solicit feedback or votes or something for guidance.
