Ubuntu 18.04 (4.15.0-38-generic) 'suspend' seizing up and requiring a forced shutdown

Bug Description

Today after a fresh install of the latest 18.04 LTS on my dell precision m4800; my laptop fails when i try to suspend. Either i choose to suspend via fn+f1, or closing the lid, or using the comman line; first i have a black screen and then the system seizes up. (not on sleep state) esc, power button, ctrl+alt+f1,f2 etc. nothing works. I have to force power off by holding the power button.

By the way, I tried installing pm-utils, upgrading kernel to 4.15.0-39 (downgraded back after not working). My default sleep state is [deep].
