Hello,
Cloud-init is not working correctly for Ubuntu 16.04
Dns address is being add to loopback interface not to virtual interface

Thanks for filing an issue. Can you provide the output from 'cloud-init collect-logs' run as root and attach to the bug? It sounds like you have a network configuration that's not being applied correctly and we'll need more information to understand what's happening.
