Parsing tagID and tagTypeID may fail

Bug Description

Both tagID and tagTypeID might be of decimal or hexadecimal type and parsing them to integer type causes errors.

Fix parsing problems in firewall rule

- add parsing both hex and decimal numbers
- add missing tagRefs handling in firewall rule
