Bug Description

On a system using unified cgroup hierarchy snapd doesn't work at all, resulting in cryptic error messages related to the freezer cgroup.

If booted with systemd.unified_cgroup_hierarchy=1, all snaps apps break

This has been under development for some time and initial version should be (or is already) available for Fedora 31 release day. Ongoing work will extend that to bring more feature parity over (specifically: device cgroup replacement)
