Mouse not working on console (novnc) when there is a touch screen

On the console (novnc) on Windows Server VM instance, the mouse is not working when using notebook with touch screen device. Normal notebook without touch screen is working fine.

Will it be possible to implement those fixes to ubuntu repository?
